Sept. 11, 2019

 
The Larchmont Public Library Board of Trustees met on September 11, 2019, attended by Library Board Chair Lauren Gottfried (LG), Board Trustees Jennifer Conley (JC), Barbara Flickinger (BF), John McGarr (JM), Casey Halliley (CH), Linnet Tse (LT) and Barbara Liptack (BL), Village of Larchmont Liaison Sarah Bauer (SB), Friends of the Library Liaison Celeste Sharpe, Library Director Laura Eckley (LE), Library Head of Reference Liam Hegarty (LH) and Staff Assistant DJ Brucciani (DB). Town of Mamaroneck Liaison Jeffery King (JK) was absent.
Board Chair Lauren Gottfried called the meeting to order at 6:47 p.m.

Board Meeting Minutes

The Board reviewed and unanimously approved the Minutes of the Board Meeting of July 16, 2019.

Friends of the Larchmont Public Library Liaison Report

CS reported on upcoming Friends programs and announced that the Friends had successfully kicked off their fall season with an author visit by Dani Shapiro which was held at the Larchmont Temple and attended by over 100 people. CS further reported that the FOL received $158 from local 3rd grader Eli Goldfine who raised the money by selling lemonade and cookies this summer at his lemonade stand.  The Board thanked Eli for his hard work and the Friends for their ongoing dedication to the Library.

Committee Reports

Schedule of Bills and Performance Report: The Board reviewed and unanimously approved the Schedule of Bills dated 8/16/19 and 9/6/19 and the Additional List of Bills dated 8/16/19 and 9/10/19. The Board reviewed the Performance Report for the month of August.
LE presented a preliminary FY18/19 year end Performance Report for ’18-’19, which is still pending the Village of Larchmont annual audit that is scheduled for October.
JM reported that the planning process for they FY20/21 budget will begin this month.
BF presented the Financial Policy and Procedures Manual of the Larchmont Public Library, which the Finance Committee has been working on in 2019. The Board unanimously approved the Manual, noting that it will be reviewed and updated annually by the Finance Committee and formally reviewed and updated by the Board every 3-5 years. LG thanked the Finance Committee for their excellent work.

Building and Grounds

LE presented an estimate for $5,300 from Naber Electric to replace lighting on the Lower Level with LED fixtures. The Board unanimously approved the proposal.

Director’s Report

At the recommendation of LE the Board unanimously approved the hire of part time Librarian Trainee Caroline Cunningham at a rate of $23.00 an hour effective 9/9/19 and part time Library Clerk David LeBlanc at an hourly rate of $13.23 effective 9/1/19. LE informed the Board that she had accepted the retirement of full time Library Clerk Barbara Gerard effective 10/31/19 after ten years of service to LPL.
LE reported on the success of several programs including 1) the Library’s Summer Reading Program, 2) a recent telescope program held during the evening in Flint Park and, 3) the ongoing Volunteer Program. LE further reported that a recent sewer backup in the library basement required clearing and professional cleaning and that a repair was made to the roof of the Children’s Room.

Additional Items

LE presented two separate requests to film inside the Library. After discussion, the Board unanimously approved a request for filming for personal use and referred the second request, by a television production company, to the Village of Larchmont’s permitting process for local filming. LG suggested that the Board should formulate a formal filming policy to streamline future requests. LT volunteered to spearhead the project.

The next scheduled Board Meeting is Monday, October 7th, 2019 at 6:45pm in the Main Floor Conference Room.
