Minutes of Meeting
February 8, 2023
The Larchmont Public Library Board of Trustees met on March 8, 2023, attended by Library Board Chair Lauren Gottfried (LG), Jill Brennick (JB), Galit Lopatin Bordereau (GLB), Barbara Flickinger (BF), Celeste Sharpe (CS) and Linnet Tse (LT), Town of Mamaroneck Liaison Abby Katz, Village of Larchmont Liaison Dana Post (DP), Friends of Library Liaison David Dick (DD), Library Director Laura Eckley (LE), Head of Reference Liam Hegarty (LH) and Library Staff Assistant Janet Regan (JR). Library Trustee Barbara Liptack (BL) was absent.
Board Chair Lauren Gottfried called the meeting to order at 6:45pm.
Minutes
The Board unanimously approved the minutes for the 2/8/23 Library Board Meeting.
Friends
DD reported on upcoming FOL programming and the return of the Spelling Bee in April. LG thanked the FOL for their wonderful programming and support of the Library.
Committee Reports
Schedule of Bills and Performance Report: The Board unanimously approved the schedule of bills dated 3/8/23 and the additional list of bills dated 3/8/23.
Building and Grounds
LE reported that additional shelving and furniture for the Lower Level was received and installed. LE further reported that the Library’s UPS was replaced and that 4 additional public pcs were installed by WLS, bringing the total back to 8 public pcs.
Director’s Report
LE reported that the Library’s new puzzle lending program has successfully begun. LE further reported that the Library’s Volunteer Program has restarted and volunteers are being interviewed. LE reported on upcoming programs including a composting workshop, poetry programs and Earth Day in April.
Additional Items
LT reported on a Library Trustee Education webinar on Open Meetings Law which she attended.
The Board voted unanimously to enter into Executive Session to discuss the collective bargaining agreement with the Library’s CSEA Unit at 7:17pm. The Board voted unanimously to exit Executive Session at 7:27pm.
BF made a motion, seconded by CS, to approve the following resolution, which the Board then passed unanimously:
WHEREAS, the Larchmont Public Library (the “Library”) is a party to a collective bargaining agreement with the Civil Service Employees Association, Inc, Local 1000, AFSCME, AFL-CIO, Westchester Local 860 (the “CSEA”) covering the period June 1, 2022 through May 31, 2023; and
WHEREAS, authorized representatives for the Library and the CSEA negotiated a successor agreement which was set forth in a Memorandum of Agreement covering the period June 1, 2023 through May 31, 2025 (the “MOA”); and WHEREAS, the membership of the CSEA has ratified the MOA; now, therefore, it is RESOLVED, that the Library Board hereby ratifies the MOA between the Library and the CSEA covering the period June 1, 2023 through May 31, 2025.
Meeting adjourned at 7:29pm. The next scheduled Board Meeting will be held on April 11, 2023 at 6:45pm.
