Minutes of Meeting

November 8, 2017

The Larchmont Public Library Board of Trustees met on November 8 2017 at 6:45 p.m., attended by Board Chair Pamela Dubitsky (PD), Trustees Jennifer Conley (JC), Lauren Gottfried (LG), Maureen LeBlanc (ML), Barbara Liptack (BL), John McGarr (JM) and Linnet Tse (LT), Village of Larchmont Liaison Carol Miller, Town of Mamaroneck Liaison Ernie Odierna (EO) and Friends of the Larchmont Library Liaison Sandy Bernstein (SB), Library Director Laura Eckley (LE), Library Head of Reference Liam Hegarty (LH) and Seasonal Clerk DJ Brucciani (DB).
Board Chair PD called the meeting to order at 6:45 p.m.
The Board reviewed and unanimously approved the Minutes of the Board Meeting of October 11, 2017.

Friends of the Larchmont Public Library Liaison Report

SB reported that the Friends’ Annual Scarecrow Fest had over 20 participants and that the winners were displayed in Ryder’s Garden. SB announced upcoming programs sponsored by the Friends. PD thanked the Friends for their programming and continued support of the library.

Committee Reports

Schedule of Bills and Performance Report: The Board reviewed and unanimously approved the Schedule of Bills dated 11/1/17 and 11/22/17. The Board approved the Performance Report dated 11/3/17.

Building and Grounds

PD noted that the new Facility Use Policy and accompanying documents, applicable to the Village Center and Michael P. Coords Activity Room, have been reviewed by legal counsel. LE noted that these documents will now be posted online and made available to the public.

Director’s Report

LE reported that the new Children’s Room self-check has been installed.  She reviewed recent programming highlights, noting (1) the library sponsored two teen teams, coached by Librarians Linnea Moosmann and Kim Larsen, in Westchester County’s Battle of the Books, (2) Holiday Gift Guides have been created by both the Adult and Children’s Departments and will be available in the library and online, and (3) the first Tech Tuesday was a success and patrons have booked appointments on Tuesdays throughout November.

Additional Items

PD reported that all Strategic Planning Committees have met at least once and should continue to meet with the goal of approving the finalized Strategic Plan in January 2018.
The Board voted unanimously to enter into Executive Session to discuss personnel issues at
7:50 p.m. The Board voted unanimously to exit Executive Session at 8:10 p.m.
The Board voted unanimously to approve the hire of Seasonal Clerk DJ Brucciani at $30 an hour, up to 35 hours per week, as of 11/1/17.
JM made a motion, seconded by ML, to approve the following resolution, which the Board then passed unanimously:

Whereas, the Board of the Larchmont Public Library (the “Library”) continues to manage Library finances within certain fiscal constraints, including but not limited to increasing personnel and employee health insurance costs, and seeks to provide an adequate level of   services to its patrons despite such constraints; and Whereas, the Library seeks to offer an Early Retirement Incentive Program (“ERIP”) to eligible employees who wish to retire, which is voluntary in nature and is designed to contain personnel costs for the Library; now, therefore, be it resolved that the Library Board hereby authorizes the Board Chair to offer an ERIP to eligible employees, in accordance with the terms and conditions described in the Retirement Incentive Program Offering Memorandum, provided that this Resolution shall not constitute an offer to any employees until the Board Chair offers the ERIP to eligible employees; and be it further resolved that a copy of this resolution and the ERIP shall be sent to the President of the CSEA, Larchmont Public Library Unit, and the Library Director.

Board Chair Dubitsky adjourned the meeting at 8:15 p.m.  The next regularly scheduled meeting of the Board will be held on December 13, 2017.
