MINUTES OF MEETING

April 13, 2016

The Larchmont Public Library Board of Trustees met on April 13, 2016 at 6:45 p.m., attended by Board Chair Pamela Dubitsky (PD), Trustees Jennifer Conley (JC), Lauren Gottfried (LG), Maureen LeBlanc (ML), Barbara Liptack (BL), John McGarr (JM), and Iven Taub (IT), Town of Mamaroneck Liaison Ernie Odierna (EO), Friends of the Library Liaison Sophia Bernstein (SB) and Library Director Laura Eckley (LE).
Board Chair Dubitsky called the meeting to order at 6:48 p.m.
The Board reviewed and approved by unanimous vote (1) the Minutes of the Board Meeting of March 10, 2016 and (2) the Minutes of the Special Board Meeting of March 16, 2016

Friends of the Larchmont Public Library Liaison Report

SB reported that the Friends’ Spelling Bee was a wonderful and well-attended event, noting that this year’s winners were the Larchmont Avenue Church Choir (spelled “Chior”) and the winning word was “sarsaparilla.” PD expressed the Board’s gratitude to the Friends for working so hard to make the Spelling Bee such a successful community annual event.

Committee Reports

Finance and Budget Committee

Schedules of Bills and Performance Report: The Board reviewed and approved by unanimous vote the Schedules of Bills dated 4/8/16 and 4/13/16. The Board received the Performance Report dated 4/8/16.
JM commended Library Director Eckley for her dedication and excellent work on the PLDA Finance Committee.  ML mentioned that the MTA Tax for libraries was repealed as of January 1, 2016.

Building and Grounds

Transformation: LE reported that most of the interior framing and steelwork has been completed by MVM Construction, that the installation of new sheetrock is underway and that the move of the IT closet should be completed next week.
Following discussion, BL made a motion, seconded by ML, to approve the following resolution, which the Board then approved by unanimous vote: Resolved, that the Board of Trustees of the Larchmont Public Library hereby approves a proposal from Open Systems, the Library’s security firm, to upgrade the door access and security system while the building is under construction, at a cost not to exceed $7,500.
In addition, following discussion, JC made a motion, seconded by IT, to approve the following resolution, which the Board then approved by unanimous vote:  Resolved, that the Board of Trustees of the Larchmont Public Library hereby approves the proposed change in electrical subcontractors, as requested by MVM Construction LLC and recommended by Lothrop Associates LLP, due to the unavailability of the original electrical subcontractor, to perform all work as outlined in the bid specification documents for the Library’s Transformation Project.

Director’s Report

LE reported that (1) Children’s Librarian Rebecca Teglas attended PLA in Denver, (2) Children’s Librarian Linnea Moosmann created and led a life-sized version of Candyland and (3) One Book, One Community is underway and, as part of that undertaking, the collaborative program between Mamaroneck High School, the Mamaroneck Public Library and the Larchmont Public Library was attended by over 350 MHS students. She also noted that the library would be closed to the public on April 19, 2016 due to NYS Presidential Primaries. Finally, LE reported that June Hesler’s retirement was effective as of April 1, 2016.

Executive Session

The Board voted unanimously to enter into Executive Session to discuss personnel matters at 8:00 p.m. The Board voted unanimously to exit the Executive Session at 8:20 p.m.
JM made a motion, seconded by IT, to approve the following resolution, which the Board then approved by unanimous vote: Resolved, that the Board of Trustees of the Larchmont Public Library hereby authorizes the designation of a hearing officer for a disciplinary hearing of a certain library employee.
Board Chair Dubitsky adjourned the meeting at 8:22 p.m. The next regularly scheduled meeting of the Board will be held on May 11, 2016.
