Minutes of Meeting

May 9, 2018

The Larchmont Public Library Board of Trustees met on May 9, 2018 at 6:45 p.m., attended by Board Chair Pamela Dubitsky (PD), Board Trustees Jennifer Conley (JC), Maureen LeBlanc (ML), Barbara Liptack (BL), John McGarr (JM) and Linnet Tse (LT), Village of Larchmont Liaison Sarah Bauer (SB), Town of Mamaroneck Liaison Jeffery King (JK), Friends of the Library Liaison Sandy Bernstein (SB), Library Director Laura Eckley (LE), Library Head of Reference Liam Hegarty (LH) and Library Staff Assistant D.J. Brucciani (DB). Library Board Trustee Lauren Gottfried was absent.
Board Chair Dubitsky called the meeting to order at 6:45 p.m.
PD thanked Maureen LeBlanc, who is retiring from the Board of Trustees after serving since 2005, and emphasized that during her 13 years of service, Maureen played a significant role in two major renovations – the Children’s Room renovation (completed in 2010) and the “Transformation” of the main building (completed in 2016) – and was a founding member of the Finance Committee who throughout her tenure maintained careful oversight of the Library’s budget. Board Chair Dubitsky, on behalf of the entire Board, thanked ML for being an actively engaged and conscientious board member who served with tremendous commitment towards the Library’s patrons and staff.
PD reported that BL has been re-appointed by the Village of Larchmont for an additional five-year term. PD also welcomed Barbara Flickinger, as a member of the public, noting that she has been appointed by the Town of Mamaroneck to serve a five-year term as Library Trustee and will start her term on June 1st.

Board Meeting Minutes

The Board reviewed and unanimously approved the Minutes of the Board Meeting of April 11, 2018.

Friends of the Larchmont Library Liaison Report

SB reviewed the success of recent programs, including the One Book One Community Program on Star Trek.  SB reported that, at the Friends Annual Meeting, the Friends Board appointed four new directors and approved grants to the Library of $1,000, in honor of retiring Treasurer Andrea Hektor for books in an area of her choosing, and $7,650 for furniture for the Teen Room, Fiction Room and Children’s Activity Room. PD thanked the Friends for their continued support of the Library.

Committee Reports

Schedule of Bills and Performance Report: The Board reviewed and unanimously approved the Schedule of Bills dated 5/7/18 and 5/11/18. The Board reviewed and approved the Performance Report dated 5/7/18.

Finance Committee

Committee members ML, JM and LT reviewed year-end projections.

Building and Grounds

LE reported that (1) the Library held a dedication ceremony for a tree planted in memory of Dr. Theodore Smith, (2) panic button, water and boiler alarms have been installed, (3) the sprinkler system has been turned on and (4) the Village Center interior door was repaired.

Director’s Report

LE reported that Teen Librarian Kim Larsen was notified that Larchmont Library Teens are the winners of the NYS Teen Video Challenge for 2018. The Board enthusiastically congratulated Ms. Larsen and the teens.  LE also reported that (1) the entire staff has now participated in Harassment and Workplace Violence Awareness Training, and (2) The One Book One Community Read held in 2018 resulted in 220 attendees at 14 programs at Larchmont Library.

Salary Increases for Fiscal Year 2018-2019

The Board voted unanimously to enter into Executive Session to discuss personnel issues at 7:50 p.m. The Board voted unanimously to exit Executive Session at 8:15p.m.
The Board voted unanimously to approve FY 2018-19 management staff salaries and part-time staff salary increases.
Board Chair Dubitsky adjourned the meeting at 8:20 p.m. The next regularly scheduled meeting of the Board will be held on June 13, 2018.
