Governance
The Library serves the residents of the Village of Larchmont and of the unincorporated portion of the Town of Mamaroneck. Anyone who lives, works, attends school or owns real property in either area is entitled to a library card from the Larchmont Public Library. In addition, we have reciprocal agreements with the other 37 public libraries in Westchester which allow their cardholders to use our services and collections, and our cardholders to use theirs. Cardholders from other Westchester public libraries are welcome, and they receive the same level of services as Larchmont cardholders.
Chartered by the New York State Department of Education in 1926, Larchmont Public Library is fiscally supported by the Village of Larchmont and the Town of Mamaroneck through an intermunicipal agreement. LPL’s fiscal year is June 1 through May 31.
A seven-member Board of Trustees governs LPL. Four Trustees are appointed by the Village and three by the Town. LPL Trustees serve staggered five-year terms. They are responsible for the selection and performance of the Director, adoption of all policies, financing, planning and evaluating library services. The Library Director is responsible for the administration and operation of LPL under guidelines and policies approved by the Board of Trustees.
The Library operates under the jurisdiction of the New York State Civil Service Law, which is administered by the Westchester County Department of Human Resources, and Library employees are hired in accordance with New York State Civil Service Law.
